The Adobe document (see screenshot above) says, that from the the previously integrated Pantone color palettes, only "Pantone + CMYK coated", "Pantone + CMYK uncoated" and "Pantone + metallic coated" remain. Pantone charges users a fee of $21 per month for these colors. From late October / early November 2022 when opening PSD image files with Adobe Photoshop some of the colors of Pantone converted to black. There is a licensing dispute between Aobe and Pantone, and the companies could not agree, according to German Wikipedia. I then came across an explanation from the colleagues at German site heise. Users who then click on Learn more are probably informed about the need for a subscription. The reason Adobe gives is that Pantone licenses have changed. The Pantone colors have been removed and replaced with black. Users are shown a prominent notice when opening such files that there is a change. You need a subscription of 21 US dollars per month to display the Pantone colors correctly again. In the linked tweet someone writes that when you open Adobe Designer an existing PSD file with Pantone colors, they are displayed in black. I had already seen it in a tweet at the end of October 2022, but could ad hoc not figure out the implications.
